The description from that bug is:

  "Due to root being assigned as a role in OpenSolaris 2008.05, the
   "/usr/sfw/bin/webminsetup" script as contained in the SUNWwebmin IPS package
   will not allow logins to http://localhost:10000 as either root or the default
   user created during the OpenSolaris 2008.05 installation, rendering Webmin on
   OpenSolaris 2008.05 inoperative in its current state."

The problem still exists in OpenSolaris 2008.11
