Description 
The ZFS automatic snapshot code currently defines an "offset" value via the
SMF properties, but currently doesn't provide an implementation for it.

The intent is that using the offset value, expressed in seconds, the service
should use that as an offset into start of the current interval at which
time the service should take a snapshot.
