Description
When rebooting or moving dataservices from one zone to another, the following error appears:

root@scc187:[2928] svcs: Could not bind to repository server: repository server unavailable.  Exiting.

The system is a SF490 running Solaris 10 and SunCluster 3.1u4 with two nodes,
scc187 and scc188.  There are 3 non-global zones on each node.

The error also appears when either node is rebooted--3 times, one for each NGZ.
After the reboot or scswitch, there appears to be NO problem with the non-global zones.
The non-global zones are running and all services in the zones are online as expected.

The error does NOT appear in any log of /var/svc/log or /var/adm/messages.
