Description 
The vdisk server currently writes a default label to a vdisk 
backed by a file if it does contain one. Instead the vdisk
server should write the label only when requested to do so
by the client. Writing a label to the disk by default will
impact clients that intend to use the disk as a raw storage
device and not write a label.
