Description 
The WebSphere MQ Listener (runmqlsr) is by default set to Failover_mode=NONE and Failover_mode=FALSE, which means that by default the SC resource for runmqlsr will not request a failover. 

However, if Failover_mode=SOFT and Failover_enabled=TRUE then on some occasions the SC resource for runmqlsr will not request a failover (once Retry_count is exceeded within the Retry_Interval). 

Instead runmqlsr is being restarted from the PROBE method.
