Description 
running more than one stream of large block i/o causes a large performance regression
This RFE will cover adding the needed support for NCQ in the
sata module and adding support to marvell88sx. si3124 will
also be tested to verify whether or not it functions
correctly with NCQ.  Other hba drivers will be covered
by other RFEs (if necessary).
