The dependency between Oracle db and Siebel server is if Oracle db is down, then Siebel server should remain degraded.  If Oracle db is up, then Siebel server should be online.  When I brought Oracle database offline, the Siebel server status changed to "Degraded - Database or gateway down" as expected.  Then, I brought Oracle db back online, Siebel server status still remain "Degraded - Database or gateway down".  The good part is clients are able to access the database after bringing the db back online but the status message for Siebel server resource should be changed to online as well.

The same thing affects the siebel server resource status message when I switch gateway resource offline and bringing the gateway resource back online.

I think, there are two possible work arounds:
1. switch over the siebel resource
2. disable and enable the siebel resource
