Description
We currently calculate the write throughput of a pool by first constructing a
mega-zio composed of all writes targeted for the pool, and then measuring the
amount of time it takes to complete the IO.  By neglecting the setup time, we
end up with throughput rates that are much too high, and so defeat the whole
purpose of write throttleing: we can end up with stalled transactions.
