Description
COMSTAR was working quite effectively for creating and modifying targets yet svcs showed that the SMF service for stmf was disabled.   I would have expected that either the stmf service would have been automatically enabled when we started to use it, or else that nothing would work until it was enabled by hand.   Neither case applied.

All the targets and services did indeed start off being offline, as would be expected if the stmf service is disabled, but we were able to manually enable them.  From the principle of least astonishment, I would have expected the online-target or online-lu request to fail if the service is disabled...

From John Forte:  I think this is a bug. We should only be accepting operations that create/modify host groups, target groups and view entries. Online should have failed. I thought that was tested.
