rsh machine reboot -f
fails to completely reboot the machine. Observed on
a V65 and on a x2200 both running snv_102.
The machine remains pingable, and a console login is active,
most processes have been killed, so rsh no longer works.
The console reports "reboot initiated by root", but
does not print the normal "fast reboot" line.
