Description 
Vlan connectivity does not work.

The hxge driver needs to initialize such that either the vlan table is bypassed
for vlan packets or it needs to be initialized to be a member of every vlan group
to pass every vlan packet up to the Solaris Stack since the Solaris stack does filtering in software.
