Description 
In 6739595, we added retire/unretire/service_state topo methods for the chip, core, strand and rank topo nodes for x86. The x86 cpu/memory retires now are done via topo calls.

We need to implement the same thing for sun4v.  We're not going to do for sun4u as it hasn't topo support yet.
