Description 
While verifying workaround for 6698258 on SPARC, we see the channel #3 of the RDC get into
a hung state rather easily.
This was a software bug with the alignment of the RCR entries.  The RCR descriptor
ring violated the alignment requirements of the RCR per the PRM.  This caused the
RCR to stop processing packets.
