SCCS keywords transitioning from expanded to unexpanded (with the Mercurial transition) is causing 38 ON package copyright files to change.
While it would be valid to simply deliver the keywords-expanded versions of those files, it provides no information, and it would be better to simply fix them. (ie remove the keywords)
Regardless of the fix for this bug, the ON NV gatekeepers will need to redeliver 38 package copyright files for build snv_97. If this bug is fixed in snv_98 (or higher) and no respin happens, then the same redelivery will be needed for that build. If this bug is respun into snv_97, then only the one redelivery will be necessary. The only way to avoid the copyright file changes entirely would be to replace the unexpanded keywords with their static expansion.
