Description 
The SES enumerator currently supports fault sensors for
various nodes.  This relies on looking at various SES 
properties to determine whether the element has failed.
For some elements (such as fans) it's impossible to
distinguish requested failure indication from actual failure
from the element-specific properties.  However, we can
look at the element state and include this in the fault
determination.
