Description 
The motivation for deleted_files was that Teamware used it as a dumping ground for files that it "removed" from the source tree.

Since Mercurial actually manages this properly, we don't need that hierarchy any more.

This was also tracked via "286 deleted_files needs to be deleted post-migration" on bugs.grommit.com.
