Description 
Currently, libipsecutil.so.1 is only available for 32-bit applications.  While libipsecutil
is not yet a public interface, some ports of public tools (like racoon2) might want to
compile to 64-bit binaries.

This RFE tracks the creation of a 64-bit version of libipsecutil.
