Description 
There is only one IP-address on the system and 
if it has a "DEPRECATED" flag, then "in.routed" does not work as expected.
Work Around 
Stop in.routed and use static routes.
Or
Add one interface at least without deprecated flag
or
set deprecated flag on the address when another expected address is UP.
