Description 
The fix for 6465359 "Exclusion dependencies could make svcadm milestone spin" prevents
a system to shutdown properly if a exclude_all dependency is offline prior to the
shutdow.

Eg.
        A (enabled/offline) -- exclude_all --> B (enabled/online)

B is enabled and go online, A is enabled and go offline because the exclude_all dep.
is not met.
