A customer yanked a log device from their system and was surprised
to find that one of the hot spares was attached to the failed device.
This made things much worse, because they had swapped a low-latency
performance booster for a slow bit of rotating rust.
Even if we could designate log-specific hot spares, this lattitude
seems extraneous and unnecessary as loss of a log device does not
impact system availability (only performance). We should simply
not allow hot spares to be activated for log devices.
