Subject: Proposed changes for Argentina, tzfile.5, and strerror
I've checked with Paul Eggert and he's still otherwise occupied,

tzdata2008c.tar.gz available on 2008-05-27
(a Tuesday rather than usual Monday since Monday is a United States holiday).
