Description 
PSARC 2008/222 Brussels persistence, and CR 6485961 introduce link property persistence
across unplumb. Since wifi drivers do not currently use Brussels property interfaces,
and due to other differences in how and when the properties take effect, wifi drivers
cannot benefit from persistence yet. I am filing this RFE to record this fact and start
thinking about ways to fix this.

ndiswrapper is the last remaining non-ON wifi driver using the legacy ioctl path.
Waiting on OpenSolaris contributor who volunteered to conver ndis to Brussels
before cleaning up this code.
