Description 
After Xlib xi18n migration (from snv_85), it seems correct fonts are not used for Motif clients in some locales. For example, 
1. login CDE in ru_RU.UTF-8/el_GR.UTF-8 locale 
2. and bring up dtpad 
3. enter Russian/Green characters You can not see Russian/Green chars, but other chars. This is same when login JDS and bring up dtpad. This issue needs to be addressed for NV in later build.
