Description 
The initial integration of the Clearview UV project will cause performance regression
of a non-GLDv3 netwoork device. The detail is described in PSARC 2008/002.
An fast-path prototype has already been underway and the testing so far shows it has
good performance result.

This bug is to track the problem and make sure the fast-path implementation will be
implemented and integrated soon.
