Description 
The cyclic subsystem was designed with a tracing subsystem that provides debugging observability into cyclic firing and overall cyclic subsystem activity. This RFE would add static DTrace probe points to the cyclic subsystem allowing dtrace consumers to observe cyclic firing events.
