Description 
There are two problems being seen on the XAUI ports with no phy:
1. In 1G mode, XAUI ports intermitently fail data rx.
2. The ports fail to switch from 1G to 10G mode without a system reboot.
This can lead to the 10G XAUI only (no PHY) ports failing to come up at 10G.
