Work Around 
Add the following line to /etc/system and reboot:

	set ibnex:ibnex_port_setting_time = 30
Another work around is to perhaps adjust the SM sweep frequency, retry, etc.

That way, the SM could be more responsive to link state changes and
would re-initialize the link faster.
