Description 
In the new installation, X is required to load the keytable dynamically. It is required that X should be notified in time for the keyboard layout change. But in the current conskbd driver, the KEYBOARD_LAYOUT_CHANGE is only sent to the upper for the keyboard hotplug operation. For the 'kbd -s', the event is not generated in the driver.
