Something is changing the group ownership of /devices/pseudo/openeepr@0:openprom

The /etc/minor_perm file shows that its ownership should be root:sys and
it is on S10.  But somewhere in Nevada something is changing this and
the resultant ownership is root:root after a fresh install of, for example,
snv_67.
