Description 
After the putback of CR 6294710, the rctladm utility misbehaves in these cases:

rctladm -e none project.cpu-shares
rctladm -e none zone.cpu-shares
rctladm -d all project.cpu-shares
rctladm -d all zone.cpu-shares

These commands should always succeed. Starting with Nevada b41, these commands fail with a message like this:

rctladm: "syslog" action not valid for project.cpu-shares

(When the rctl is zone.cpu-shares, zone.cpu-shares appears instead of project.cpu-shares.)
