Description 
6540980 is correct, Makefiles in usr/closed/cmd/agents also make use of 'sccs clean' (and 'sccs check') in dirty and despicable ways.  

'make check' explicitly calls sccs check

and 'make realclobber' explicitly calls sccs clean
