Description 
The xserver will soon be the only consumer of the private, obsolete Trusted Extensions
auditwrite interface.  Since auditwrite is currently produced by the TLC consolidation,
which is being folded into ON, auditwrite code should be moved into the X consolidation
as a local interface.
