Description
When I run a GDM session via Xephyr and hit the CAPS-LOCK key, then I can type in all-caps.  But then I can't do anything to get back to lower-case.  Seems to ignore when I hit
CAPS-LOCK again, and shift doesn't make lower-case letters appear either.  Seems there
is no way to get lower-case letters again once you hit CAPS-LOCK. Seems to make Xephyr 
pretty useless once you hit this commonly used key.
*** Test Case ***
Run: xinit -- /usr/X11/bin/Xephyr :1

In the xterm that appears inside the Xephyr window, type various letters while 
turning Caps Lock on and off - verify that it works as expected, with letters
typed when Caps Lock is on appearing in all-caps, and in lowercase when 
Caps Lock is off.
