Description 
The putback of IP instances to build 57 introduces slight changes affecting routing SMF services.

a) The name of the 'sys_net_config' privilege changes to 'sys_ip_config'
b) The globalzone check in the Quagga manifest is now too restrictive, non-global zones
   may exist with their own IP stacks, thus allowing routing
