Description 
I specify a lifetime of 3600 in my kernel settings, and these are reflected in
my ACQUIRE message, but I get lifetimes of 28800 (default).

Combined with 6435805, we get a serious disconnect between configuration and
what's expected.
Work Around 
Use ike.config(4)'s p2_lifetime_secs instead.
