Description
Steps to Recreate:
Install the system snevb30 in he_IL.UTF-8
Country:Israel
Locale:he_IL.UTF-8
default login as he_IL.UTF-8
After installation,login in to system with the same locale
Hebrew can be input now using Ctr+Space(switch) to Hebrew input mode
Now change the keyboard layout using xorgconfig
Go to console mode
#/etc/init.d/dtlogin stop
Run xorgconfig to change the keyboard layout
#/usr/X11R6/bin/xorgconfig
Choose the Country as Israel which sets the keyboard layout as Hebrew keyboard
Start the dtlogin program to effect the keyboard change
#/etc/init.d/dtlogin start
Login window comes up
Input root in the user name field

Result:
 root  as in small case are not able to input.The english characters are coming up in Capitals

R/Resh key on Hebrew keyboard functionality is as follows:
Shift  	  Capital R
Base	  Small R
Shift Lang  	  Capital R
Language	-  Hebrew letter Resh

When the keyboard layout is changed from US English to Hebrew,in user login window(dtlogin) small letters cannot be input
