Description 
Tester configuration: snv_30 + Xsun on X86 and Sparc + Belarus keyboard layout.
The bug occurs only in JDS, in CDE layout works well as expected, but in JDS only uppercase cyrillic symbols are working.
Steps to reproduce:
1. Set up Belarus layout in kdmconfig(x86) or use Belarus6.kt file (Sparc)
2. Login to CDE -> press AltGr to switch to cyrillic -> lowercase cyrillic symbols work as expected
3. Login to JDS -> press AltGr to switch to cyrillic -> only uppercase symbols work.
