Description 
When running Xorg 6.9 from nv_28 Xorg packages with no xorg.conf, or an xorg.conf that
doesn't specify XkbModel/XkbLayout, the kbd driver fails to set the model & layout to
those probed from the keyboard driver.   This is a regression from Xorg 6.8.2/nv_27.
Work Around 
Specify XkbModel/XkbLayout configuration options in xorg.conf file.
