  project.max-shm-memory, project.max-shm-ids, project.max-msg-ids, and
  project.max-sem-ids effectively limit system V resource usage on a
  project basis, but non-global zone administrators are free to change
  or remove these limits for projects within their zones.  We need
  similar limits placed on zones to control the zones' aggregate
  consumptions.
