Description 
The manifest file for ipfilter lacks a refresh method.  Instead, customers need to use the /lib/svc/method/ipfilter file manually to run reipf, reipnat, and/or reload.

the smf manifest for ipfilter is poorly designed (there is no design at all), so I'm providing this fix to make customer happy ASAP, and filing RFE 6597566 to fix it properly.
