From the global zone, "zoneadm -z <zone> verify" does not report 
error if the "inherit-pkg-dir" which was added during zonecfg, 
does not exist in the global zone.
But, "zoneadm -z <zone> install" does report an error 
"No such file or directory" for the non-existing "inherit-pkg-dir".
