Description

This RFE is a placeholder for instrumenting HA-NFS monitoring to
log messages if the probe is too close to timeout.
For services using scds_fm_action() API of DSDL, this would be done
by DSDL. HA-NFS, though it uses DSDL for other purposes, does not
use scds_fm_action() API for failover/restarts.
The format of the message, and the timeout thresold used, should be the
same as in RFE
