The hub driver currently doesn't support power budgeting.  I'm not sure if the power budgeting needs to go into USBA or in hubd, but this looks like a rather large area that needs to be looked into.

The 1.1 spec makes power budgeting more clear.  See  9.2.5.1.  A bus powered hub
may only have 4 100 mA ports.
